City of Heroes - Paragon City

Welcome to Paragon City, the greatest city in America and home to the world’s most famous heroes. The city has claimed for itself the title “birthplace of the hero,” an assertion that may or may not be true. However, no one can deny the fact that today Paragon City is home to more super powered heroes than any other metropolis on the planet. Why? Because not only is Paragon City the largest city in the US, it also goes out of its way to support its hero population. In Paragon City, heroes fight crime and villainy with the government’s approval and to the population’s applause. Here a hero can rise to the heights of fame, fortune, and power as long as he keeps his image positive and the local authorities appeased.

How did Paragon City become such a haven for super powered heroes? To answer this question, one must look back through the city’s own storied and sometimes tragic history.

City of Heroes Guide - Heroes

Guide - Heroes come from many places. Some are born to power, while others seek it out. There are even those who have no special abilities, who rely upon technology or their own skills to help them fight crime. While they are heroes one and all, origins have an important effect upon what kind of hero someone becomes. City of Heroes presents five different origin types for players to choose from:



Guide - The Mutant was born with his powers. His innate abilities appeared either at birth or puberty. A rare few did not develop until adulthood. These powers set the mutant apart from the rest of mankind; they are capable of far more than any normal human being. Mutants are sometimes feared for their strange talents, but are more often admired by the public at large.



Guide - The Science hero received his powers either through purposeful scientific inquiry or through some accident gone awry. The hero might not understand the forces that bestowed his super powers; all he does understand is that nothing is the same anymore.



Guide - A technological hero uses gadgets to battle the forces of evil. No one else has been able to duplicate the amazing technology that lies behind these gadgets. This hero need not be a brilliant inventor; he can also be a normal guy who has received these gizmos from some benefactor.



Guide - A natural hero isn't "super" at all; his amazing talents are derived from intense training and innate abilities. He may have been guided since birth to become the physical specimen that he is, or perhaps some tragedy has driven him to seek perfection.



Guide - The magical hero receives his powers from a magical source. These abilities might stem from a mystical artifact that the hero has gained over the years - or perhaps the hero has mastered numerous spells that provide him with superhuman gifts.

Guide City of Heroes - Villains

Paragon City's riches and wonders seem to attract as many villains as heroes. Super powered villains, alien invaders, criminal syndicates, and black magic cults have all reared their ugly heads in the past and continue to menace the city today. In a city with so many heroes eager to prove their worth, independent criminals seldom last very long. But evildoers do find strength in numbers and a fearsome variety of villain groups have sunk their talons into Paragon City.

Guide City of Heroes - The RIKTI

The fact that the Rikti Invasion is over for the time being does not mean that the other-dimensional invaders are cleansed from the city. In fact, quite the opposite is true. No one knows for sure how many Rikti still lurk beneath the streets of Paragon City and other great battleground cities like Rome and Kuala Lumpur. Some estimates put the number at a few thousand. Others suggest that there are ten or twenty times that many still menacing the planet. While the danger of total worldwide enslavement to an alien race seems to have passed for the time being, the Rikti still present a daily and ever-growing threat.

The affect of the Rikti on human culture and society has not been entirely negative. The world they come from is quite a bit more advanced than our own, technologically speaking. During the war and in subsequent raids on Rikti cells, heroes have recovered literally thousands of tons of Rikti technology. From spaceships to handguns, the Rikti brought a startling array of weapons and other technology with them. Ever since the first alien energy rifle fell into the hands of a human scientist, we have been learning from their scientific discoveries.

The war walls that divide up Paragon City employ force fields based on Rikti technology. Vanguard has begun to employ a prototype 'rapid response' portal system designed after Rikti teleporters and many heroes benefit from an emergency teleportation system that sends them directly to a hospital when their life signs reach a critical level. Once they get there, they find themselves rejuvenated by hospital beds that repair damage at a cellular level using a system inspired by the Rikti transmogrification vats.

The benefits reaped from Rikti technology have only begun to appear and are certain to transform our entire world in the years to come. Right now though, they pose a problem as well. Not all of the discarded or lost Rikti technology fell into the hands of the heroes and governments of the world. Every month, more and more of it makes its way into the hands of Paragon City's criminal element. The black market for alien artifacts is booming, with even a simple side arm or communication device selling for tens of thousands of dollars. An early attempt to auction a Rikti helmet on eBay™ got a high bid of $35,320 before the government cracked down, arresting the seller and fining the company. A more serious problem came when a local gang found a stash of Rikti assault weapons, turning them overnight into a group with the firepower to level a city block in a matter of minutes. Fortunately, a group of young heroes captured the gang as they attempted to rob a liquor store, but the potential danger was obvious to everyone (except perhaps the dimwitted thieves).

Current international laws clearly state that any artifact of alien technology must be immediately turned over to the local government who will then turn it over to the Vanguard. The Vanguard - in addition to its other duties, has taken on the role of clearinghouse for captured alien technology. They then apportion out the finds to different research facilities around the world. Vanguard security personnel are stationed at each of these labs, both to ensure their safety and to see that the scientists share whatever discoveries they make with the rest of the world community.

Many private research and development firms now operate under government contract to help unlock the potential in captured Rikti tech. Among the most significant is Crey Industries, who made some of the earliest and quickest advances in Rikti research. They hold the patent on the emergency teleportation system that so many heroes use every day in their fight against evil. However, Crey recently lost all of its contracts and was forbidden to work on Rikti research after the Vanguard discovered that the company possessed a number of Rikti weapons and rare suits of advanced combat armor that the rest of the world knew nothing about. The Countess Crey maintained that it was simply a clerical error, but the Vanguard remained unimpressed and seized all the alien artifacts known to be in Crey's possession. Crey has assured the UN that it no longer has any interest in alien research and is pursuing its own projects from now on.

Guide City of Heroes - The POWERS

City of Heroes offers players a tremendous variety of powers to choose from when creating heroes. Each of the more than 40 different powers has many sub-powers, giving players hundreds of distinct super powers to choose from. Sub-powers are further defined by a number of different factors such as range, damage, area of effect, and special side effects. Taken all together, this wide variety of options allows players to customize their heroes to a remarkable degree.

A Punch is the basic Super Strength attack

The only thing that bounds what a Power Set can contain is the role that a particular Power Set is supposed to fulfill. Super Strength, for instance, is a melee attack power set. So is Claws, Martial Arts, Weapon Master, and Stone Mallet. All of them are essentially powers that enable a hero to engage effectively in hand-to-hand.

Melee is only one role - the other roles are Buff/Debuff (power sets that boost the abilities of friends or hurt those of foes), Ranged (attacks from a distance), Control (powers that affect enemy AI in one way or another) and Defense (self protection). Every Power Set falls into one of these categories and Power Sets of the same category have the same general parameters. So Super Strength and Claws, which are both Melee Power Sets, are both devoted to hand-to-hand combat. Their powers, however, aren't exactly the same; Claws, for instance, has a "Lunge" attack where the hero bounds to his target, while Super Strength has only those listed above.

At Character Creation, a person is able to choose a Primary Power Set and a Secondary Power Set - and the sets they are able to choose from are dependant upon their Archetype (of which there are 5: Tanker, Scrapper, Blaster, Defender and Controller). Tankers, for instance, have Defense power sets as their Primary Category and Melee power sets has their Secondary Category. This means that a Tanker's Defense powers will end up being more powerful overall than his Melee powers. The player can choose a single Power Set from the Primary Category and a single Power Set from the Secondary Category. These will be the defining powers of the hero; they will have access to these Power Sets for their entire career. They are also the ONLY Power Sets that a player will have from his Primary and Secondary categories.

As a player gains more Security Levels, they'll have the option of choosing more and more powers out of each Power Set. The powers aren't all available immediately; these open up over time.

But a player's options don't end with their Primary and Secondary Power Sets - that's only the beginning. There's also the Power Pool. The Power Pool is home to the super powers that don't fit into neat categories - a good example would be flight. A player, beginning at sixth level, can begin selecting new Power Sets and Powers from the Power Pool. Unlike Power Sets in the Primary and Secondary Categories, Power Pool Power Sets can have any number of powers. Some of the Power Pool Power Sets include: Flight, Super Speed, Teleport, Medicine, and Leadership. Also, unlike other Power Sets, ANY Archetype can choose from them. After all, is there any type of hero out there that doesn't fly?

So how do you personalize your powers? That's done through Specializations. Every Power has a number of potential "inventory" slots that can be filled with Specializations. These rewards boost things such as Range, Damage, or Accuracy - a Specialization can also decrease Endurance cost or time to cast. Every other level, a player can assign an empty Specialization slot to a Power; he then can fill it with whatever Specialization he gets on his adventures. There's one caveat, however: once a Specialization is slotted in, it CAN'T be removed. Now it can be combined with other Specializations but that's a story for a later date.
